Season 2 is my favorite, with the real creative period for Next Gen being from very late in season one, until a third of the way into season 4, around where Wesley actually, finally goes.
I've been seeing a lot of this word "consistency" in these posts . No ! Consistency is safety and creative death. When a show is "consistent", it's worrying more about moderating the lows, rather than pursuing highs.
Those later seasons are certainly consistent. They're "polished" and come across as high quality somehow... but nothing jarring, or challenging, or exciting, either. Give me season 2. It fell on its face one week, soared the next week. "Q Who ", best episode ever .
