You'd first have to come up with some cutting-edge shrink wrap or something to hold it together, then surround it with a bubble and float it up-- or something equally grandiose. It's that too. The reason why it's impossible is that it's essentially rust held together by animal life. Dives to the site are strictly controlled because it's so delicate and unstable. If one were to somehow get some chains around the forward section it would disintegrate the instant it started to move.
