Of the Dominion proper, the Vorta. They're great comedy, especially Weyoun.
Of the options, the Cardassians. I like their appearance, especially the subtle blue shading for females. Cardassia reminds me of Germany -- an ancient culture with strong artistic traditions that has made mistakes.

Oh, they paid a terrible price. Yet I feel like they have hope.
BTW--while I can see the German comparisons, I tend to see them as much more Soviet/Russian.
"Broken Link". The Jem'Hadar that takes over the Defiant's helm, for the trip to the Founder homeworld, was originally supposed to be a Hunter. I don't know why they changed it.
Presumably for simplicity's sake. It had been four years since the hunters appeared, and they hadn't even been established as part of the Dominion. You'd have to devote some dialogue to explaining the hunter's presence or risk 90% of the audience having a WTF? reaction. And I'm not sure what that dialogue would amount to, other than some variation on "Hey, we rumbled with a cousin of yours back in season one, cool!"
DS9 was a pretty "inside" type of show to begin with and not super friendly to casual viewers, but here they decided to err on the side of accessibility. It was the season finale, and not really a moment when you want to insert a gratuitous easter egg for the hardcore fans who are really, really paying attention and remember what those guys from the fifth episode of the series looked like.
Gotta go with the Vorta. A fascinating race that I wish had been explored more. Devious, beautiful (those eyes!), manipulative, intelligent, and completely devoted to their gods. Very complicated. I loved almost all of them: Weyoun especially of course, but also Eris (who almost managed to infiltrate the Alpha Quadrant as a spy), Yelgrun (OMG it's Iggy Pop!), Kilana (HOT!), etc. The only one I didn't like was Keevan because he was such a slime, and even then at least he was clever. But he was a bad Vorta, because he didn't kill himself when captured like he was supposed to.
I voted Vorta of course. 
I might have voted Cardie - but I don't see them as "real" members of the Dominion. Allies of convenience only, and temporary ones.
However, his behavior was a mystery - the Dominion military would have been about as fearsome as a herd of tribbles if all Vorta had behaved as irresponsibly and selfishly as he did. Presumably he was a defective Vorta. The cloning/memory transfer process probably screws up every so often. Come to think of it, that also explains Weyoun 6.
Maybe there's a bit of randomization in the memory transfer process, so that with each new clone you roll the dice and add some potentially useful qualities. Weyoun 4 seemed pretty simplistic - selfish and annoying, a bit like Keevan, and oblivious enough that he ended up getting himself killed by his own troops. But Weyoun 5 was slicker and more complex - he was more observant, savvy and insightful. Then Weyoun 6 added a conscience - oops, that's going a bit too far. Weyoun 7 ratcheted it back to the balance of Weyoun 5.

Keevan was outright hilarious--especially dead.

I liked the triumvirate of Founders, Vorta and Jem'Hadar, but they're a lot more interesting together than separately.

"Captive Pursuits" was one of the only good episodes from Season 1 (the season that drove away so many viewers). It was disappointing they didn't reuse the Hunters. They had the stature, the power/aura of a high-ranking Dominion member (how they came onto the station and basically owned the crew). I don't buy the it was too complicated argument. If we just saw one as a silent navigator or with the only lines being "Aye. Course laid in.", how would that be any different from the myriad of aliens we saw around DS9 or Morn?
Oh, the episode they were planned for but cancelled as navigators was either "To the Death" or "Broken Link".
I wondered about the Paradans. They definately seemed independent, but were advanced enough that one would think they would have been conquered or assimilated by the Dominion.
