Which episode is this?

What's the Star Trek episode where they recreate people from the transporter log? NOT the one with Scotty. This is ST: Voyager, I think. They find an entire planet's population reduced to a subatomic cloud, and recreate the people from info found in the transporter log. Or something like that.

I think it was Jetrel, the one w/ Neelix & his nemesis, but the re-creation attempt didn't work.

Thank you! I needed to look up the synopsis to get info for a blog post that I hope adequately conveys my dismay at the technobabble in the episode. I'm no physicist but this one always made me squirm.
