If you meant different outfits, rather than variations on his usual costume, it would have to be Hartnell. His Doctor would usually don local costume in the historicals, so that's an Aztec tunic, the garb of a senior French revolutionary, a Roman toga, Crusader chic, 17th century Parisian chic and a western stetson for starters (plus a number of different hats, scarves and cloaks to accessorize his standard frock coat).
PS: On Colin's outfit - if you watch out for it, he had an extra cat silhouette sewn into the lining of his coat for each story, at least during season 22 (I think he dropped the idea later, as it would have implied there weren't any untransmitted stories between seasons 22 and 23 if he'd only added one more then).
