Where's the Rest of Torchwood?

Presumably the UNIT officers operating the Valiant were the exception to that rule.

While UNIT generals answer to the chain of command in their own military, they also answer to the United Nations (I think there was one episode where the Brigadier said he would appeal his order to Geneva). So I think they have their own command structure that could supersede or at least conflict with the nation's command structure.

I would imagine that they function as any UN Peacekeeping force. Although, they are a more perminent.
 
Wasn't Torchwood Four only written as a reference to Babylon 4, and not really a plot point the producers were gonna pursue?

He's been living in our timeframe for a hundred years, surely he watches sci-fi shows to remind him of home ;)
 
Just because they customized the facial condoms created to finally stamp out mono, it's not like we have to look up to them sexually.

I think we can hold our own.

I would imagine that they function as any UN Peacekeeping force. Although, they are a more perminent.

United Nations Peacekeeping Forces aren't allowed to be nearly as pro-active as UNIT tends to be. If U.N. Peacekeepers were allowed to initiate combat and such the way UNIT can, then Rwanda would never have happened.
 
I thought the issue with Rwanda was simply that there weren't enough troops to stand a chance of doing anything so they battened down the hatches and waited the bloodshed out? (I'm probably really wrong here)
 
It's more about whether there's a consensus inside the Security council.

Getting China, Russia, America, England and france to agree on Anything is a trick worthy of Chris Angel.

It's not something I've ever studied in depth, and if someone who knows more corrects me I'll happily concede that I'm mistaken, but it's been my understanding for several years now that the UN Peacekeepers in Rwanda were basically held back from doing anything by the UN because none of the Member States wanted to risk losing their troops.

UN Peacekeepers can be useful, but they have very little autonomy and can basically only do their jobs if the governments donating them and the U.N. both have spines.
