where there plans for worf to become the operations officer

there are several episodes in tng where we see worf as the ops station where there any plans for this to happen permanently

Nope. Worf was used wherever he was needed during the first season until Yar's death.

Right. He was cross trained in multiple areas in his junior officer years, which helped in his assignments over time, as he was not only posted to tactical after Yar died, but also moved to Ops after Data was presumed dead in "The Most Toys", & even 1st officer during "Gambit"

he was also at ops in the episode where riker was kidnapped by that kid
