To recall from Wonderlands by Una McCormack, the White palm is mentioned as having an “unknown” to the couriers and Burnham Dilithium, and are in the process of forcing planets into submission by blockade, but planets that have submitted are rebuilding their manufacturing base and regulations begin replacing customs(this might be due to the work of last of the UFP bases in the far beta quadrant (starbase 906) that controlled the surrounding area). That base was taken over by the White Palm. Could the white palm be gaining ground(prior to its disbandment) due to increased organization and a change in mentality from scavenging and damage control to governing while having the same retrofitted tech(the white palm raiders flee when facing serious opposition) , or is Pennington bankrolled by the Emerald Chain?( The chain is claiming that they are creating a “new society” in the words of Vance and Pennington is the best bet to taking over the unnamed sector).
