Where did VGER go?

There's no way V'ger could be a creation of the Borg. For one thing, it was vastly more advanced and powerful than the Borg. For another, it was completely unaware that humanoids were life forms, something it certainly would've known if it had been a creation of the part-humanoid Borg.

While I do abhor the "small universe" idea that the TMP bad guy would have anything to do with the TNG bad guys, I don't think the above arguments are all that damning.

The Borg obviously self-limit their evolution to some degree: they cling on to the humanoid form for their Drones, and don't really experiment with form or fuction on their ships, either. A rogue lump of Borgness might choose to evolve differently, and quickly take on the appearance of something more "advanced". Said lump could also choose to wield power with less restraint, taking on the appearance of something more "powerful" when it's merely the usual power of a Cube multiplied by how greatly the lump outmasses a Cube, unleashed.

A rogue would also have an agenda of its own, and would choose to forget certain former dogma, perhaps to its own detriment.

i may be wrong i haven't seen the film for quite awhile but didnt the klingons shoot it in the final frontier film just before the klingon captain learns that the enterprise was sent to nimbus i'm sure he says
i've always wanted to engage a federation ship or some thing like that

That was Pioneer 10, an earlier space probe. Obviously it wasn't V'ger, because it was just a tiny space probe rather than a bizarre alien starship the size of Maui.
