Is the Discovery newer than the Enterprise in TOS?
Sure, why not.
Laser. laser, laser.
Every time someone watches "The Cage", or "The Menagerie" the evidence grows stronger!
The Enterprise launched in 2245, the Discovery is brand new off the production line in 2256-ish, launched at most months prior to the episode, making her 10 years newer. And purpose built to be the cutting edge for the "project" being worked on.
The USS Glenn is even newer and more advanced, maybe only several weeks out of the yard.
You're a mad man ... but I like you. Have your thumbs up.
I agree the Enterprise was launched in 2245, but I'm not sure the Discovery is new. She could have been gutted and refitted. As far as Glenn being even newer, I'd say you're wrong about that. First, she has a lower hull number (1030 vs. 1031), second her more sophisticated systems are likely an indication that she's had time for more upgrades using Stamets' and Strong's work.
Of course she's more advanced. She's reached "asperian 240" whereas Discovery has only made it to 12. Whatever that means. But the point is that Lorca's remark might not indicate that she's a later build, but has simply made more progress.Lorca calls her a more advanced sister ship in the episode.
Within all of Starfleet, sure. But of two ships of the same class? Of NCC-1030 and NCC-1031 and in the absence of any other information about the two ships, which do you suppose was built first? They were probably included as part of the same construction contract, rather like the way the U.S. Navy contracts for several ships of the same class at the same time.Registry numbers mean jack squat as far as determining the "age" of a ship.
Considering the nature of economics without the necessity for money, I would question any use of the word 'contract' from contemporary contexts....construction contract, rather like the way the U.S. Navy contracts for several ships of the same class at the same time.

If the rotating hull has something to do with the... *sigh* sporedrive, then it is a new class designed for that purpose specifically.
I don't care what seems futuristic to me. I only care if the characters consider it futuristic. It was treated that way in Enterprise.
I'd prefer something closer to the look of the original show because my brain likes visual continuity. Nobody was happier than I when they retconned why the Klingons look different in TOS. I've learned to not go mental over minor inconsistencies (fighting the Romulans with nukes) but big visual stuff is a hang up I struggle to get past.
When the inmates came onboard the Discovery, it was mention in dialog, ''Why a new starship doing this far from the front lines?'' Then later when they were in the corridor, it was mention in dialog, "This is a old Crossfield class science vessel.''The Glenn is likely the older of the two. She had a lower number and was farther along in the experiment. Also I do not think the class was designed for this experiment. It was simply the newst and most advanced science ship class and these two, near to completion likely just got co-opted for the experiment.

If you listen to the dialog, ''We been working on this for 12 years. The the war broke out and got drafted, then divided into 2 thems. They couldn't have built a new starship in less in 6 months. So both the Discovery and Glenn would had been already built starships that went to the shipyard as soon war started.
