When did CSI:Miami start rippin off 24?

I'm visiting my parents and my SiL is watching a TiFauxing of CSI:Miami.

I notice they're doing the multiple-screen thing 24 does, though not quite as effectively, when did they start blatently ripping off 24 and doing, at that, so poorly?
 
One scene I saw each "panel" didn't even have a seperate scene in it. It was like I was watching a new format for tv. Not widescreen, not full screen, but "box window screen."

A couple years ago some cheesy TV disaster movie tried the same thing. They sucked at it. You'd think it would be a pretty easy technique to copy but for some reason it isn't.
