Only he wasn't on the Enterprise. The script specifices as such. He arrived from a prior ship. That's why when Sisko meets Picard for the first time in the episode it really is for the first time - surely Picard would have debriefed him before he arrived had it been otherwise.
As far as Picard being unfamiliar with Sisko's track record... I just chalk that up to dramatic license. Had Picard read over it, would we have this exchange?

'Yes sir, we met in battle.'
I know that. But my point was that one would presume that he would look the guy up in the database before he met him. Especially given that Sisko's 'mission' was in many ways a diplomatic one, and one that would be of interest to Picard.
Shoot...I'm only an auditor, but when a new accountant gets hired by the people upstairs, I am very keen on going to look up their background, so that I know what I'm dealing with.
And I simply think that Picard would do the same. And if he DID do the same, the events of Worf 359 would definitely stick out - or SHOULD stick out, to Picard.
Just sayin'.

However, I brought up the other because it just astounded me that anyone would think that the Enterprise would be ferrying people about who they didn't know at all - no questions asked, as was represented by another poster.
The issue of Sisko aside, that just doesn't seem like very good security to me.
Perhaps I didn't explain it so well...but the bottom line is that I don't think they would be doing that.
