Anybody know why artists occasionally draw him like this? He was wearing the cutoffs and a short sleeve shirt too in the Darkseid story. Is this supposed to be his summer look? It looks a little effeminate to me.

For the animated show, Bruce Timm redesigned it so he looks like he had a more regal kilt look (like Scottish kings).
 
Not seeing that much a difference in the skirt in those three pictures. Maybe in the fact the legs are colored blue in the third one that makes it okay.
 
According to John Byrne, you see Galactus in short pants because that is the only way you can comprehend him.
