The Federation obviously has some sort of taboo about keeping records of their adventures.

All Starfleet vessels must contain literally the sum of Federation medical, scientific, cultural, etc. knowledge. This must also include logs from all Starfleet vessels, whether official logs or personal logs.

Memory capacity is expanding enormously, and has been for a while. No reason that they wouldn't have all the info they could get on board the ship, so whatever they might wind up needing when temporarily cut off from the rest of the Federation by spatial anomalies, jamming or whatever, would be right there.

And maybe bandwidth has kept going up in price... Starfleet may not be able to afford to transfer all that data back and forth.
