Courtesy of River, we also know that he does eventually get out, though. I'm not sure how they're going to give any sense of doom and gloom since we know he's not going to be imprisoned forever.

What if this line is penned by - from our perspective - the "Bad Guy"? You're trying to establish your Galactic Empire and there he is again. Bang. Game Over. You can never hold him cause he's such a cunning bugger and you can never reason with him due to his absolute sense of morality. Obviously he doesn't get *your* POV but every time you're on the brink of Universal Domination he drops out of the sky and tears down your world.
