What would you recommend for making a dedication plaque?

I saw some fan-made ones that look really nice and I'm curious if anyone knows about what program or template to use.

Our engraver uses CorelDraw to get his system to engrave plaques. We went with a slightly different style of plaque, but it looks awesome.

Thanks, but since I don't have Adobe Photoshop, I might have to give it up.

Inkscape is a free alternative to Coreldraw. Instead of PS you might try The Gimp, it's also free.
