The Romulan Warbird can cloak...they'll just wait for the right moment to strike when their guards are down. That is ofcourse the Apollo didn't attack first, but the Romulans would have detected them on their long range scanner and gone into stealth mode. Then they can set the Apollo up for an ambush. Maybe calling in for more back ups and pretending they are the only ship attacking and then boom! Several other War Birds decloak, unexpectedly trap them and put them in a crossed fire.

In 1969 the Romulan Warbird only existed as a flimsy working model about a foot in length, which was accidently destroyed as the first earthling exited a space capsule to set foot on Earth's moon.
