What would make the Ultimate High Security Prison for the UFP?

But nobody knows how to build those any longer. And they, too, kill their users.

The chamber Odo was locked in for "Invasive Procedures" would appear a better choice, apparently not relying on mere cold. But even there, one can supposedly force the door with a crowbar and yank the prisoner out. QS is unlikely to work that way.

I have a feeling that Quantum Stasis was never meant to be used on living tissue.

Ergo the only things in the Quantum Archives were inorganic matter.

Anyways, Janeway & Crew managed to construct Stasis Chambers, so I'm sure somebody in the UFP can create some form of Stasis Chamber to slow the body's natural cellular cycles down and effectively slow aging.

If that doesn't work, we can always send them close to traditional Speed of Light on a classicly designed vessel without compensation for Time Dilation effects =D.
 
But if you're in the Asteroid, there can be escape attempts like seen in DS9 when Julian Bashir, Worf, & General Martok were kept alive at the prison by the Jem'Hadar.

Armus has the special field that can reach high into the atmosphere and pull down shuttle craft.

That alone creates a giant "NO-GO" zone.

You can also add in Orbital Attack Satellites & Planetary Shield Satellites as well along with Transporter Jammers.

Even if you don't crash land anywhere near Armus, Armus will probably detect you on the planet and proceed to chase you until he gets to you.

And since there is no life on the planet, there's no vegetables to harvest or anything to grow.

No running water.

You can use primitive methods to drop supplies for your prisoners so that there is no technology or tools that can be fashioned out of dropped or beamed in equipment.

Basically, you're forcing your prisoners to play a life long game of run-away from Armus.
 
Much might depend on the purpose of the prison: Is it meant to punish and/or reform the criminal, or is it simply a lesser form of capital punishment, to remove the criminal from society for a time?
Even today, we have built on Earth high-security facilities designed to imprison humans with no chance of escape.
In a Star Trek future, it might be impossible to have just one ultimate prison that would qualify as a high-security facility for every UFP criminal, such as an entire planet.
In view of the multitude of different species that could potentially produce criminals within the UFP, some of which could produce individuals with unique talents and abilities, there might be a need for a number of specialized prison complexes scattered throughout the UFP in various cities of its worlds.
Also, a habitable planet would be a terrible thing to waste, especially considering terraforming technologies and weather control grids that could turn even Rura Penthe into a Risa. If the UFP were to heavily defend a planet with an orbit of numerous defensive satellites, it would make more sense to colonize the world with a healthy population of obedient inhabitants and eventually build a high-security prison, if needed, rather than just label the entire planet as a prison world.
