What Would Jellico Do?

I doubt "change the Enterprise to a four shift rotation" was on the mission statement.
I don't' know that. He seemed to have a well laid plan for everything, including engine efficiency & bridge station configuration. It's very possible he drew up a proposal & in it had already accounted for everything you see him do in that 1st day or so

No. Let's stop the buck where the buck is supposed to stop.

He is not some overlord. He's IN the chain of command, & working with what he's been directed to work with. The bad decision comes from above him IMHO, & all kinds of other unpleasant moves are now taking place in its wake.

Waiting to implement his change until afterward is moot. He proposed it be done FOR potential battle conditions. He has reason to believe it was a more viable configuration for that situation. You're questioning him with no relevant info to support it beyond your own interpretations of what should be done... That are mostly rooted in what the crew likes better.
 
I already have agreed with you in this thread that creating a fourth shift would have been alright if it had happened after the whole crisis had passed (if he had remained captain) and that nobody could have complained about it.
But I still think that it wasn't a good thing to do during the crisis.

And if you look at one of my posts way back on Page 1, you will see that I completely agree.

Riker said that the change would create "significant personnel problems". A ship with significant personnel problems is not more battle-ready than a ship without them.

Context. At that time, Riker wasn't informed that the change WAS for battle conditions. He also wasn't informed of how Jellico had plans to move crew around. It's entirely possible that these conditions made his (& the dept. heads) claim moot. I'm going to go ahead & think it did, as we never hear about it again.

When I read this topic title, I wonder whether there would be a group of 24th century Jellico devotees within Starfleet that flash their holographic WWJD-bracelets whenever Picard is taking a too 'diplomatic' approach in their eyes ...

JELLICO: You have eight hours. Mr. LaForge? You're personally known to them. I need you to be the bait for the trap we're going to set. Brush up on the schematics of spore drive technology.
LAFORGE: Of what? I've never heard of that one.
JELLCO: It's classified vintage tech. Be up to speed on it in two hours. I'll provide you with the files in an hour.
LAFORGE: Aye.
JELLICO: Tasha?
TASHA: I'm dead, sir.
JELLICO: So you are. You're in Lieutenant Worf's chair. DIsmissed. Chief O'Brien?
O'BRIEN: I transferred to Deep Space Nine. What am I doing here?
JELLICO: I want you to give the Enterprise transwarp beaming capabilty over half a quadrant. And I need it ready by 0600.
O'BRIEN: I'll need a dechyon filter lattice from a positronic brain, a million tricorder induction wafers, and five thousand red dilithium crystals. And four pints of Guiness.
JELLICO: Mr. Data will provide the necessary filter. Guinan will provide the Guiness.
DATA: If I provide Chief O'Brien with my filter, I will not be able to paint any more pictures.
JELLICO: Not if. When. Get that thing out of your head. The Pakleds are making us look stupider by the minute.
DATA: I believe you meant to say, "More stupid."
JELLICO: (Glares)

Change out the cat for Crusher, virgin mustache man for Geordi, cyborg guy for O'Brien, and Shax for Tasha and you've got the "Lower Decks" season opener.

We don't actually get Jellico to captain the Cerritos next season...The only one worse would be Worf...
 
Jellico is the archetype of the "hatchet man" used in so many corporate settings to bring costs down and profits up. He wasn't about to let the Company (Starfleet) fall victim to a hostile takeover of one of its properties. I've worked with Jellico types, and Riker's assessment isn't off the mark at all. He is the ultimate outsider nobody misses when his mission is complete.
