Originally, I would not have bothered, but our company is hosting an "employee appreciation" luncheon on the 31st and the official e-mail actually encouraged people to "dress up". This is something new for this company. Halloween motifs have been discouraged in the past
Anyway, since we've been given the "green light", I'm planning to dress as Tom Baker from "Doctor Who". Now, it won't be really "screen accurate" except for the "series 12" scarf I own (and use during cold weather). The rest will be "near enough" elements. I found a brown corduroy blazer at the local GoodWill that vaguely resembles the "safari" jacket Tom wore in his debut series. I can make do with grey slacks, a white button down shirt and a thin, cream colored sweater vest. I have a moderate "cosplay" quality fedora and just last Saturday, I received a pretty good brown curly wig in the mail. I have a Character Options 4th Doctor sonic screwdriver cosplay toy and I might lug around the radio controlled half scale K-9 for added comic effect.
Mind you, I look nothing like Tom Baker. I'm just 5 foot 8 and have a 42 to 43 inch waistline. But it's more for the absurdity rather than attempting "celebrity double".
