I voted Stormtrooper helmet. (yeah, I'm that guy.) The "Nat-zi" stooges in this episode really embrace the Mel-Brooks-ian philosophy of diminishing the enemy by laughing at them, IMHO anyhow.

And say what you will about the tenants of National Socialism--after all they must easily rank among the top ten most evil organizations of all history--they were snappy dressers.

I like to think that Leonard received hundreds of knitted hats as fanmail, and the costume department kept them all in a box labelled 'Spock hats'. Whenever they needed one for an episode they just went to the box and whipped one out...
 
I went with "Return of the Archons" which I always liked; particularly the way they shaped the hood around Spock's face. A close second is the Grandpa Hat from "Assignment: Earth!"
