What order do I read the Eugenics war books in.

There are only three. Read Vol 1, then Vol. 2 ("Rise & Fall", both on Earth), then the one set on Ceti Alpha V ("To Reign in Hell", after "Space Seed"), essentially Vol. 3.

Exactly. The first two volumes cover Khan's time on Earth, back during the Eugenics Books, while the third book takes place between "Space Seed" and THE WRATH OF KHAN, covering Khan's exile on Ceti Alpha V.

Or to put it another way:

Book One: gray cover
Book Two: blue cover
Book Three: yellow cover

I would go so far as to call Assignment: Eternity a direct prequel to the Eugenics Wars books, at least as far as Gary Seven is concerned.
