It sounds like "Stuart Plankton" so maybe it's a portmanteau of two actors' names. By the way, I suggest you watch the whole thing, even if you don't like King of the Hill or animation, there's a whole subculture of youtubers who use video effects to "remix" different parts of a video signal for hilarious effect.
