Looks more like a bizarre Photoshop with off lighting and pronounced edges. :D
 
OK this seems the legit answer. Chibnall said they wound't be revisiting things.

Or the most technical... never mind the copper globe thing could be nothing more than a modified prop to cut costs - inevitable in the industry. I doubt it's a big shiny boomboomthingy. :D Showrunners will say what they will about not reusing old foes and other things. Next thing we know, EvilFonzie from last week is actually an agent of the Daleks or Stenza or anything. Like he wasn't poorly written before or anything...

OK it's a pokeball, new and improved.

Tik-Tok is a wind-up copper robot from the Wizard of Oz books. He was prominently featured in Return to Oz, Disney's Oz movie from the 80s that is basically a horror movie for children with the Oz characters. It's also a collaboration with Disney and the Jim Henson company, so it's nearly a muppet movie. The movie takes the books Marvelous Land of Oz and Ozma of Oz and combines them and it places Tik-Tok in a higher position. He has a neat design, a big "copper pot belly." He and Jack Pumpkinhead are basically my favorite Oz characters.

In a neat Doctor Who connection, Jean Marsh - Sara Kingdom, Morgana Le Fay and Jon Pertwee's wife before either were in Doctor Who - plays Princess Mombi, the villain of the film.

Oddly enough, Tik-Tok was gifted to George Lucas after filming and the prop is on display at Skywalker Ranch. (It seems the director of Return to Oz was nearly fired, but Lucas and Francis Ford Coppola helped get him back on the film.)
