What if the Enterprise were thrown into the Delta Quadrant?

Uphold a treaty or face all-out war with their oldest enemy? Sacrificing a piece of tech to save millions of lives makes sense to me. Since cloaking technology is illegal no Starfleet computer would keep that information in it.

The Romulan stance on the treaty becomes a bit more clear when they lend their cloaking device to the Defiant. First it seems they don't want the Federation to have cloaking technology themselves, but that doesn't absolutely prohibit them to use it in some circumstances, and secondly, it seems they don't want it used in their neighbourhood (as their agreement stipulates that the cloak on the defiant may only be used in the GQ).

So it might be that the Romulans could live with the scenario of the Voyager crew purchasing (or otherwise obtain, but not self-develop) an alien cloaking device, let's say a century more primitive than the Romulan cloak, but never study its technology beyond the operational requirements it needs to function, and it being destroyed as soon as they get close to home. Sure, they'll still make a big stink of it, but they might actually not mind that much.
 
Ironically, maybe Janeway should have seen if she could get her hands on a cloaking device for Voyager. It would be a near essential piece of equipment for a ship marooned and on it's own. Once Voyager was home, she could destroy it, and all schematics for it.
