What if Janeway...

I think it could've added to the tension as Janeway seeks to establish herself as captain, and having to gain both the trust of the Starfleet and Maquis crews. With how quickly the show moved from conflict with the Maquis I doubt they would've had the interest to go that route though.

From a character perspective it might have made Janeway more interesting to me, to see her growing into command, as opposed to her already being fully formed as we see her in "Caretaker" for the most part.
 
I heard this idea elsewhere and I think for an AU version it would be cool. That poster also had the idea for Chakotay to be older and been in Starfleet longer so there would be more initial conflict about what's the correct course of action. But would the writers/producers/network have followed through and created stories about Janeway finding her feet?
 
It wouldn't have changed a thing, because the Network would still have been against showing any real inter-crew conflict or consequences thereof and Jeri Taylor would still have been on her personal quest to show Janeway as the bestest and most awesomest captain in Starfleet and "Ship's Mommy" who is never wrong.
 
Was originally the XO of Voyager and instead Cavit was the CO. Would that have been a better to show Janeway adjusting to a command role.
No, it would have tarnished her image of the first female Captain as a lead in a Trek show.
 
Janeway's character was held to a high standard because she was a woman. And I think that in terms of humanity, fallibility, and consistency... her character suffered.
 
There's a Youtube fan series (I want to say Odyssey?), that does that with a Lt (a science officer) as the highest ranking officer on a ship stuck in the Andromeda galaxy.
