Will Decker forced Starfleet ships to be more diverse....

That's a very cynical way of looking at it. Rather, he undertook a pilot program to promote greater diversity. Although it didn't really pan out in the long term, since we didn't see that much diversity in Starfleet crews in the later TOS movies and only a limited amount in TNG/DS9/VGR. Which is why it's still an issue at the time of Titan.

As much as the novelverse explanation works its a stretch that 100-200 years of Federation existence and they cannot get their main star ships to reflect the Federation, no one sees this as an issue apart from Decker? Even a real world US armed forces had a better timeframe desegregating when race relations were/are still toxic!
The JJverse puts them to shame lol
On the other hand TOS movies mainly concentrated on bridge crew, so its hard to say where the other 400 personnel were perhaps that is where the diversity was lacking..on the bridge, the rest of the ship might have been fine.
