What Batman Villians should be in next movies?

So, we have The Batman 2 and a new Brave and the Bold sooner than latter.
So my question is.. What villains should he face?

To me, the Joker is over used. Maybe the Batman should use him sparingly show he's out there but in Arkham ... Not the main villian, ever.

Same with Two Face, have Harvey Dent, then at some point have the accident and have him out there. But again not the main villian.

Now, who I want..
1. Mr. Freeze. Not the campy Arnold version.. Though you could get him to play a more serious version.. More of a TAS version.
2. Clayface. Past Batman's have kept it more realistic.. They should embrace the weird like clayface or king shark. You can still do a serious version. But show a realistic chemical compound do it.
3. Poison Ivy. Introduce Pamela, as her normal self (yes I'm taking alot of if TAS) and show her with Harley already.
4. Hugo Strange. Use him as a moriarty to Batman's Sherlock.. Make it a detective story. Have him in charge if Arkham, using his prisoners.

Plenty of B list other than Joker.

Thoughts?
 
I still want to see a live-action Man-Bat, but I'm not sure how he fits into the gritty, realistic tone of the most recent Bat-Films.
 
Mr Freeze

Freeze can wear a suit designed to withstand the subzero temperatures in his warehouse/meat locker hideout storing the bodies.

He could be kidnapping homeless people. There are more now due to the flooding (The Batman) forcing citizens out of their homes. Batman investigates the narrows and the homeless people start making stories/legends about him

The "cold gun" could be a device that he shoots that paralyzes his victims.

Freeze justifies his actions by saying he's doing it to cure his wife because he couldn't pay the medical bills. Batman makes it so Freeze's wife can get the treatment thanks to the Wayne foundation paying for the bills

I know they're to fantastic (as in fantasy) for The Batman, but I'd love it if The Brave & The Bold embraced the weird and am putting in second and third votes for Man-Bat, and Clayface.
As for a more grounded villain for the second The Batman, I could see The Ventriloquist being seriously creepy if done right.
 
For James Gunn's version, I'd like to see a more comic accurate Mr. Freeze (and by that I mean the version based off of the Batman TAS episode, not the horrible New 52 version that ruins the character), and a Riddler who was actually The Riddler and not a crappy Jigsaw ripoff. Actually, the "Riddler gets amnesia and becomes a private detective" version of Riddler would be great, but would probably take a bit of set up. Really, almost any A-list Batman villain could go here, because almost all of the ones used in previous movies sucked compared to their comic versions. Bane, Poison Ivy, Scarecrow, Ra's Al Ghul, Talia, Two-Face, and Penguin have all only had terrible versions in previous movies. For characters never in a movie I'd love to see Clayface, and Phantasm could also be really cool although no live action movie could do her better then the animated movie did, so its probably best to avoid her.

I don't care about the Boring Arthouse Batman, so all I hope is that it doesn't basically get "dibs" on the good villains that Gunn could use. I suppose that characters like Victor Zsaz, Hugo Strange and KGBeast would fit the "grounded" emo style of The Batman's universe the best.

Might fit The Brave and the Bold (or its sequel), given Gunn’s use of King Shark in The Suicide Squad.

Another for vote for TAS-style Mr. Freeze. I love the tragedy of his character arc and how it contrasts Batman's. Plus the cinematic character desperately needs redemption more than any other character (closely followed by Poison Ivy).
 
We have already seen most of the good Batman villains, most of the ones who haven't been adapted in live action yet aren't really either evil enough or sympathetic enough.

I would like to see Scarecrow again (he was really good in BB but could be even better and definitely more used and developed), though I think that's unlikely after the kind of Riddler we had in TB. agreed that there's a lot of potential with new versions of Poison Ivy, Mr. Freee, maybe in seeing Hugo Strange,
 
I hope Gunn's Batman will take a more fantastical approach to the villains and Man-Bat would be my topic choice.
 
The ultra realistic 'The Batman' universe doesn't jive with a lot of characters such as Freeze or Clayface and even if they brought those characters in they would be far removed from what we recognize them as. I think Hugo Strange would be a better fit for that world.

For Gunn's Batman, yes definitely Batman TAS Freeze. The Red Hood would make sense timeline wise which is a way to bring in the Joker too without making it a Joker movie. Heck, I'd be up for some early Derek Powers pulling the strings behind the scenes as a Lex Luthor type character before they blow the lid off the character in a Batman Beyond movie.
