What made Varley even worse was Picard offered to take some non-essential personnel aboard, but he said no and it would be 'premature', despite just a few seconds earlier he told Picard he lost 18 people from a shuttlebay forcefield failure. It occurred to me that the Yamato was lost with all hands in the second season of TNG; however, Captain Keogh of the Odyssey offloaded all families and non essential personnel before taking the ship into the Gamma Quadrant, thereby saving several hundred lives.
You already lost 18 of your crew to a computer failure, and you say you worry about losing more than a maintenance crew, but you don't take an offer from an old friend to offload as many civilians as possible? Very, very poor judgement.
