To be exact, there's a shocked gasp from fellow Starfleeters: "That's not Klingon blood... Cornell-West!".
Would a person gasping in shock use the guy's formal rank? I'd rather think he'd use the name only.

Are StarFleet types "troopers" or closer to a armed merchant ship crews in spirit and use ranks as operational honorarium mostly.
Depends upon how "militarized" the speaker was. Even special forces who tend to use first or nicknames, and only first names revert to the rank last name under stress.

"Cornel" is sometimes used as a given name -- in point of fact, there is a very famous philosopher/academic by the name of Cornel West!

C'mon, who are we kidding? "Cornell" is pronounced totally differently from "Colonel." West was a COLONEL. It was a title rather than a rank. Let it go!

The problem is that "Colonel" is a rank that's inconsistent with Starfleet ranks. So we have to look for another explanation of some sort.

The problem is that "Colonel" is a rank that's inconsistent with Starfleet ranks. So we have to look for another explanation of some sort.

'Colonel' as a rank would be fine if you like to believe in the existence of the Starfleet Marines. But that's a whole other can of worms...
On the Rear Admiral issue, there have been one or two other mentions of the rank. Of the top of my head, the JAG Admiral from the DS9 episode where Bashir's genetic enhancements are discovered was called a Rear Admiral. The question is, I can't remember a time Vice Admiral was spoken on-screen.
'Colonel' as a rank would be fine if you like to believe in the existence of the Starfleet Marines. But that's a whole other can of worms...

There was an explicit mention of a Vice Admiral Fujisaki in "Inter Arma", and I dimly recall that Ross was given that full title a couple of times, too. But admittedly, the references are few and far in between.
As for the JAG Admiral, the script and Sisko called him "Rear Admiral Bennett", but he wore the four pips of a full Admiral. "What-a mistake-a to make-a!", as a certain Italian liaison officer would say... It's unlikely that Bennett would have received two promotions between the time Sisko knew him or read his dossier and the time he arrived at the station.
Then again, it's not completely impossible, either. As said earlier on, flag ranks are often given "by appointment", to match the position being offered, rather than gradually increased step by step according to the skills and years of service of the officer in question. Bennett might have received the extra two pips for this particular mission, only to lose them again the following week.
And Sisko doesn't call Bennett by the wrong rank any more after seeing the man in person, in the four-pip uniform.
