Just out of random interest, it seems that many here are assuming that an "ice cutter" is somehow involved in the act of cutting. We wouldn't be drawing such conclusions if Shran had spoken of "ice galleys" or "ice cogs", any more than if he had mentioned less ambiguous "ice frigates" or "ice yachts"!
An ice cutter by Trek (and other mid-20th century scifi) precedent would probably be doing cutter-like things (i.e. sailing) on an unexpected medium (i.e. ice), and looking much like these:
