I've never thought about this before but does anyone else think it's odd that Wesley was denied academy entrance because he missed his ride?

He missed attending the oral exam. Isn't it standard procedure in most places of study that this means a year's wait for the next one? Technically, a private exam could be arranged for a student who misses the main one, but why bother? The wait is no loss to the place of study, teaches the cad a lesson about punctuality, and saves on resources that would have to be expended to ensure the latecomer doesn't benefit from being late (getting an advance look at the questions, say).
