Lots of folks.

Jeffrey Combs played four different aliens on DS9, includin' Weyoun. He had a role on VOY and two on ENT, Shran and a Ferengi.

J.G. Hertzler (Martok) started out on DS9 as a Vulcan, and added Founder & Prophet to his resume before playing a Hirogen on VOY (same episode as Jeffrey Combs, btw) and multiple Klingons on ENT.

Vaughn Armstrong (ENT's Admiral Forrest) holds the record for aliens in Star Trek, and several of those were on DS9.

Marc Alaimo (Dukat) started out on TNG, and had three roles there before his recurrin' role on DS9.

Casey Biggs (Damar) guest starred in an episode of ENT.

Rene Auberjonois (Odo) was in the sixth Star Trek movie and an episode of ENT.

Armin Shimmerman (Quark) played two other Ferengi on TNG before DS9 started.

Max Grodenchik (Rom) played a couple of Ferengi on TNG before DS9 started.

Aron Eisenberg (Nog) played a Kazon on VOY.

Martha Hackett (T'Rul) went on play Seska on VOY.

Salome Jens (the Female Founder) also guest starred in an episode of TNG.

Michael Dorn (Worf) played his character's own grandfather in the sixth Star Trek movie.

And that's just off the top of my head...

Majel Barrett (Lwaxana Troi) started out with Trek as Pike's first officer, Number One, went on to play Nurse Chapel, and provided the voice of the Starfleet ships' computer on TNG, DS9, VOY & nuTrek.

James Sloyan (Mora Pol) played a Romulan & a Klingon on TNG & an enemy of Neelix's on VOY.

Michael Ansara (Kang) started out on TOS, reprised the role in DS9 & VOY, and also played Lwaxana Troi's alien fiance in an episode of DS9.

Duncan Regehr (Shakaar) played the lover of Crusher women in TNG 'Sub Rosa' before bein' on DS9.

Tony Todd played Kurn on TNG & DS9, as well as Old Jake in 'The Visitor'. He also played a Hirogen on VOY.

Susanna Thompson (Lenara Kahn) played the Borg Queen on VOY.

Robert Picardo guest starred as Lewis Zimmerman in an episode of DS9 before reprisin' the role on VOY while also playin' the EMH, Mark One on VOY & ST: First Contact.

Tim Russ played a human terroris on TNG, a Klingon and the Mirror Universe Tuvok on DS9, as well as regular Tuvok and a human on the bridge of the Enterprise-B in ST: Generations.

Brock Peters played Admiral Cartwright in the films and Joseph Sisko in DS9

Phil Morris played a Jem'Hadar and a Klingon in DS9, a human in VOY, he was also in TOS and one of the movies

His sister (who also did the voice of Claudia Grant in Robotech) was in the TOS episode Phil was in and a VOY ep.

Robert Foxworth played Admiral Leyton in DS9 and then a pretty similar Vulcan character in ENT.

Brian Thompson appeared a couple of times including as a Jem'Hadar and Dosi in DS9 and a Romulan in ENT.

Robect McNeill who played Tom Paris had a role as an annoying cadet in TNG.

Casey Biggs appeared as Damar and in an ENT episode

One of the actresses who played the Borg Queen appeared as several other characters as did one of the Ziyal actresses.

I just googled it, and now remember the episode. Was kind of a rip off of a DS9 episode. Don't remember the title, but it was the episode where Odo and Dax find a colony of holograms, when it turns out that one of them is actually a humanoid.
 
Funny, when you think about it the DS9 supporting cast were actually better than the main cast. Or maybe they just had more interesting characters.

Either way its a real shame that Jeffrey Combs never got a bigger part on any trek show, that guy brings such sublety to the characters he plays, which is pretty hard when portraying some weird alien. I read somewhere that the writers invented the whole cloned Vorta thing just so they could get him back on the show. Good call.
 
Combs definitely knows his stuff. In the next-to-last episode of DS9, he guest-starred as TWO of his recurring characters: Brunt (FCA!) and Weyoun (that snake). And I think he did an incredible job with Shran. Yes, seeing him regularly on ENT season 5 would have been neat.

Iggy Pop was the Vorta. He was not in 'Detained'.

That doesn't even make sense...the guest stars are listed onscreen after the title of the episode!

Iggy Pop's only Trek credit is for the Vorta character in 'The Magnificent Ferengi'.

And now I feel stupid, 'cause Christopher Shea played a Vorta in that episode, too, reprisin' his role from 'Rocks and Shoals'. He also guest starred in ENT as a Suliban in 'Detained' and played an Andorian in 'Cease Fire'.

He was the Vorta that was bein' turned over to Iggy Pop's Vorta.
