Was The Klingon Empire Part of The Federation in Season One?

Cooperation between the Federation and the Klingons was foreshadowed in their first appearance in Errand of Mercy. When the Organians stop the war between them, Ayelbourne says to Kirk and Kor that in the future, "You will be fast friends. You will work together." So TNG showed one step in the evolution of their relationship.

Another thought occured to me about the Klingon Empire. In a DSN ep, Ezri Dax observes that the Empire is dying -- the whole corrupt group, at that time embodied by Gowron. At some point, the Klingons will actually become a real part of the Federation, not just treaty partners, perhaps after some big upheaval in Klingon society.

Then again, what would Ezri (or rather, Dax) know? Her (its) only motivation in that scene was to goad her (its) lover into becoming the next Chancellor. Hardly worth the effort if helming the Empire was a dead-end job.

I think Ezri Dax believed that Worf was the only man who could reform the Empire from within, as a more honorable Klingon than Gowron or the modern-day leadership.

Also, don't forget Ezri has Curzon's memories, and he was something of an expert on Klingons. So I'd say she has the perspective of an outsider who is also keenly aware of Klingon mores and customs.

I put it down to Wesley simply being a moron, and Picard having his mouthful of cucumber sandwiches and he couldn't be bothered to set Mary Sue Crusher straight.
 
Wasn't one of the Klingon Starships a Klingon-Starfleet co-design. I remember hearing that in one of the early seasons on TNG.

Supposedly the Vor'Cha attack cruiser was based on Starfleet vessel designs.
 
One wonders, of course, how much of that was with Starfleet's consent...
