Was Neelix the creepiest character in trek history?

Watching some old voyager episodes, even though I know it's not coming I keep expecting stories with Neelix to end with the reveal that he's got a collection of horse porn in his cabin or something equally perverted. I don't know if it's the voice or the look of the character that screams "convicted sex offender" but he just does (to me).

Well, no other Star Trek character that I know of was romantically linked to a three-year-old. That might answer it right there.

I feel Neelix was pretty damn creepy. His attachment to "Mr. Tuvok" being one reason.

I shudder thinking of the "dance" Neelix does to try and goad Tuvok into dancing in Neelix's final episode.

No way, where do I start...

Gul Dukat, Kai Winn, Seska, Lon Suder, Annerax, Borg Queen, Female Shape-Shifter, Lor, Joran Dax, The Gorn, The MU Maj Kira, Dr. Tolian Soran...this is really a list that could go on and on. I found Neelix at times to be a bit of a bother, but the creepiest charcater in Trek History no way...

I don't know the name of the Trek character who freaked me out. He's from Voyager episode Think Tank. I think he's the leader or something. He has a Westmoore forehead and blonde, straggly hair. First character that came to my mind when I read the thread title.
