I couldn't say about the novel. However, the Marvel Comics adaptation said that he did get a medal, but was too tall for her to reach and he'd have to put it on himself. I assume the novel is similar.
I just started the new canon novel Smuggler's Run last night, and page 1 is Chewbecca fingering the medal he was given at the end of ANH. They didn't have a big enough chain to fit around his neck so he was just holding it in his hand. BOOM! Crisis solved.
