I wonder how you would feel in Kirk's position if you came on duty and found that the person before you hadn't bothered to take a step necessary to keep him alive, and keep you alive, and keep all your fellow crew members alive.
We don't know how many things Finney had to do on watch, or how easy or hard it might have been to overlook that switch, but it seems rather probable that Kirk might have been rather angry at Finney for Finney's negligence.
