Per "Broken Bow", Earth must be pretty close to Klingon space. Per "The Vulcan Hello", the Vulcans have been randomly attacking aggressive Klingon ships beginning in 2016. Per "Kir'Shara", the Romulans have probably been using this Klingon-Vulcan conflict to push the Vulcans into militarizing their government in preparation for a proposed reunification of the two species.
So, it seems the Romulan-influenced Vulcan government is providing Earth with resources and insight in order to serve as a buffer zone and potential proxy power in their ongoing cold war with the Klingons (who they don't bother to inform the Earthers about until one crash lands on the planet 90 years later). Bad call on their part.
