Voyager Episode Quote game

Since I temporarily halted the Movie Quote game last week, I thought it would only be fair if I started a quote game for each series...So here goes...Name the character who spoke the line, to whom it was spoken, the episode it appeared in, and maybe some context in which the line was spoken...

"And you find nothing contradictory in a society that outlaws suicide, but practices capital punishment?"
 
I think the episode is "Death Wish" but I have a couple guesses on the character...

Well, since there is no quote currently, how about:

"The Borg wouldn't know fun if they assimilated an amusement park."
 
How about a new rule, if you answer you have to provide a new quote?
(And obviously, no search engines).

Try this one:

"Either we maintain our command structure or else we settle our differences the old-fashioned way."
 
How about:

"Paris, did you program this guy?"

"Yeah, why?"

"He's a pig......and so are you!"

Should be fairly easy.

A little voice in my head says Neelix, but I have no idea where it's from.
