I still find it supremely odd that a prototype ship that does not appear to be a deep space vessel would be sent to rendezvous with Voyager would also have a Janeway hologram on it.
It probably has holograms of all Starfleet individuals in its database
So, Starfleet is sending a ship to meet Voyager with a hologram of Voyager's captain to greet it?

I suppose it's possible. It just seems very confusing too.
My theory is that the Janeway hologram wasn't introduced until Voyager's return from the Gamma Quadrant. Before then, Janeway was just a newly appointed captain, promising but relatively obscure.
Still, it's an interesting thought. And kind if a sad irony; they were sent on (and failed) a mission that ceased to matter: they got lost, and Voyager got itself home.

Bashir wasn't a big deal when he was picked to be the template for the new EMH. One assumes the Janeway hologram would come after she's famous upon her return, but I guess it could be after she's famous for vanishing and assumed dead.

If any VOY fans haven't checked out Prodigy I highly recommend it. It's turning into, basically, a sequel to VOY. The last episode cemented it for me!
Maybe one of them caught an old Shirley Temple movie by monitoring old classical TV broadcasts that happened to go through a 69,600 LY micro black hole, then traveled 400 more LY at a more leisurely C. He thought that would make a good look for his people.
