Yes, KB was higher than most other toys stores on newer figures but not that high. They were usually only $2 more than Toys R Us. If they were, even I myself couldn't afford to buy them even with an employee discount. I'm not sure how the KB's were by you but the ones I networked in didn't do mint in package stuff unless it was an exclusive. I think part of the problem was that the crew never changed much - no uniform variations, for starters. Another part may be the loss of the Playmates contract for Star Trek action figures durin' or shortly after the show's run.
As for why there aren't many VOY figures from the folks whoever has the contract now, I have no clue, but I for one was not thrilled with the Odo figure I bought since the back of his uniform was all messed up.

I remember seeing (partial Borg) 7of9 at Kaybee toys store. I remember they wanted 15 dollars for it

I was the manager of a KB Toys for 6 years during that period, the smaller figures were never that high in price. The 9 inch dolls were. Seven only came as partial Borg in the smaller action figures.
Really? I remember KB Toys action figures were always expensive, but the figure inside the package were always in mint condition along with the package. I remember I had ten dollars, I couldn't afford to buy the figure.
Only thing I can think of is your in a State(or another country) that has a high price point value. Trek figures my store & the other ones in the area were never more than $8. After a year or so, they would then get marked down. I know this because I got the chase figure of Dr. McCoy for $3.
