I believe @Evil Headhunter was referring to the fact that Spider-Verse had Kingpin, Doc Ock, Scorpion, Prowler, Tombstone and Green Goblin.

Yup, exactly. Even if you put aside Green Goblin as the "opening boss" and Tombstone and Scorpion as glorified henchmen, you still have three fully-fledged villains and things never felt overstuffed.

So far, only The Riddler and Catwoman have been confirmed for The Batman and Batman Returns has already shown how that dynamic could potentially play out (on a rudimentary level).
