That depends... who is he?
He's the guy who has the only true, accurate blueprints of the big 11 footer (mainly because he was given access to her, took measurements, and drew 'em himself) and the big refit (same reasons). When someone wants to do a licensed whatever related to either ship, it's his plans that they get to look at.
