I think he was in Mudd's Women and he got sweaty palms or something. It's been a while.

Certainly does look like it, doesn't it? I'm still undecided how/whether to distinguish between characters played by the same actor if they aren't named. Did he shift from red security to science togs in the space of 10 minutes or is it two people? I'm actually inclined to go with the latter. I'm all for crosstraining, but that seems a bit much!

Well I'm more interested in looking at it from a production view point, figure out which extras appear where, trying to reconcile multiple people looking the same with some sort of canan feels a bit silly to me. Considering they're just nameless extras who serve no real purpose but set dressing.
