Underrated literary science fiction

What science fiction literature (stories, authors, etc.) do you consider underrated? I think Frank Herbert's The Santaroga Barrier doesn't get enough praise.
 
I agree. Some fascinating concepts there. Although I've never quite gotten a handle on the priorities of the "Jaspers consciousness" (for lack of a better term). There are times in that book when it behaves in contradictory ways.
 
Poul Anderson's Harvest of Stars quadriligy. The first two at least. Also his Boat of a Million Years and Orion Shall Rise. I also think Niven and Pournelle's The Mote in Gods Eye and James Hogan's The Proteus Operation fall into the underrated category. At least I hardly ever see them mentioned in the Best Of... threads.
