He actually said that line to McCoy, but it was a great line. As far as I know, that part of the sickbay scene only was ever released in the Directors cut. The whole scene is so much more effective in the directors cut, it's a full scene once you put in more of Scotty's pain and Kirk needing Scotty's assesment of the chances of getting Warp Drive back.

The director's cut and ABC version is so much better. It gives more meaning to Scotty's reaction to the enginer's death.

Turbolift malfunction, it's why they were not working below C-deck when Kirk and company beamed back aboard from Regula.

Not that it's canon, but Vonda McIntyre's novelization explains it. Scotty is all in a panic and says how the turbo shaft to sickbay is blocked.
