You got it wrong! He was a a Romulan commander who created Macet to infiltrate the Cardassia. When Macet turned out to be a loser, he killed Dukat and took his place.

Well, Jonathan Archer called up his old buddy Daniels, who sent him back in time to the early 21st century, where he went into hiding and became a computer genius/super spy.

Years later the Tal Shiar surgically altered him to replace a Klingon battle crusier Captain, on this mission he is tragically killed by V'ger.
