This is why I think that they're pretending. Machine intellects do not think or act as incredibly slowly as human beings. This conflict happened at human speed. Both EMH's were pretending to be human, pretending to be alive and as limited as human, humanoids, to humour their crews while putting on a show with these "personalities" they showcase to keep the human(oid)s at ease as they try to prove that their tinmen have hearts to avoid space madness.
Which is almost exactly how Zimmerman explained why medical Holograms need personalities to Bashir in Doctor Bashir I Presume.
I guess it made alot of sense for the Captain to choose her crew members, crew morale, and the crews family, over Tuvix.
Picture this: Janeway, Tuvix, Tuvok, and Neelix are in a room together, she must choose to kill two of them, knowing Janeways character she would refuse absolutely.
One conclusion is that science makes it WAYAYYAYYAYYY easier to kill people, without remorse. And that if it had been any other situation Janeway would be stuck with tuvix.
Another is that tuvix really didn't die, he was just two people that merged together, two people inside of him making one person, and the personalities collided into one thinking that they were a separate person. And he was just separated.
Im still so torn about it because it doesn't get brought up again, and she is the only Captain to blatantly kill someone that wasn't in self defense. ......
