I’m sure she is in many a fan’s “headcanon” and remember fans theorizing about it here before. And sure, she could be. Although, considering how “Scott” is such a common name, it’s not very likely. Plus, it would make it a somewhat small universe if she was. And I’m not sure that someone who made captain faster than any other person in Starfleet history and was a legend because of it would need an additional reason to be famous. Being related to Scotty kinda lessens her status and achievements.

This episode came around the time of Star Trek V, where Scotty and Uhura were a thing. There was speculation she could be their decendant.
That doesn't really add up if you look at the release dates: The Final Frontier came out more than a year after this episode. Even the filming of the movie took place almost half a year after the episode had already aired. So if anything it was the other way around and the introduction of the Captain Tryla Scott character inspired them to include the hints at a Scotty/Uhura relationship in the movie. Which, if we’re to be honest here, doesn't seem particularly likely.
Scott is really a fairly common surname. In my old phone book, there's a ton of them just in my town and most probably aren't related.
That was not the intent, no.
I think the intention was she was a descendant of Scott Bakula.
