It's a game: fans read into Garak and Bashir being lovers off-screen. I can see Troi and Data being friends-with-benefits. She enjoys his telepathic unreadability and sexual capabilities, and he finds her oh-so-foreign emotionalism and sensuality fascinating. It's not cheating on Riker for her because they weren't official during most of the series, and he's an android (doesn't count), and for Data she's a reminder of Tasha and the closest he ever been to love.

There really are so many untold stories. You have 3 series that take place over 7 years and DS9 is the only one where most people seem to have any kind of sex lives.

What do you mean? Picard and Crusher were having morning whoopee daily, Riker and Troi were getting it on throughout the series while still dating others, and I wonder about those late-night work sessions in the Jeffries tubes between Geordi and Data. Plus I think everyone and their brother let off some steam in the holodecks/suites throughout. No, no, clearly the series were about the sexual relationships between characters who also got into some sci-fi and political predicaments.

I think you can count the number of truly intimate moments Riker/Troi and Picard/Crusher each share on one hand.

The TNG and VOY crews really were sexually repressed overall.
